1. Who we are and what this covers
1.1 Quro Holdings Pte. Ltd. (UEN 202628109K), a company incorporated in Singapore ("Quro Holdings", "we", "us"), is the organisation responsible for personal data collected through this site under the Personal Data Protection Act 2012 (the "PDPA").
1.2 This policy covers quroholdings.com and everything on it, including:
- the Vendor Survey at
quroholdings.com/vendorsurvey; - the Homeowner Survey at
quroholdings.com/customersurvey; and - any corporate, careers or contact pages we publish here.
1.3 It does not cover the Quro marketplace. quro.sg and app.quro.sg — where bookings, payments and vendor listings live — are governed by the Quro Privacy Policy published at quro.sg/privacy. If you hold a Quro account, that policy governs your account data.
1.4 We are the same company behind both. Where this policy and the marketplace policy differ, it is because the activities differ, not because the protections do.
2. What we collect on this site
2.1 Survey responses. Both surveys ask about your situation and opinions — for vendors, how you get work today, how you manage bookings, and what lead platforms cost you; for homeowners, how you find and book home services and whether a neighbourhood group-buy would interest you. Your answers to these questions are research data.
2.2 Contact details, where you give them.

2.3 A reference number. Each submission is given a reference (for example QRV-… for a vendor response, QRC-… for a homeowner response) so that you can quote it if you contact us. It is shown to you on the confirmation screen.
2.4 Technical and usage data. When you visit, we and our analytics provider collect your device and browser type, IP address, the pages you view, and how you interact with the survey — including when you start it, how long it takes, and whether a submission succeeded or failed. See section 8.
2.5 What we do not collect here. We do not collect your NRIC, any identity document, or any payment details on this site. There is nothing to pay for here.
3. Why we collect it
3.1 Research — the reason the surveys exist. To understand how home-services businesses and households in Singapore actually work today, and to let that shape what we build. Responses are analysed in aggregate.
3.2 To contact you, if you asked us to. If you tell us you want to hear about the beta or the founding-partner programme, we use your contact details to do exactly that.
3.3 To operate and secure the site. To make the survey work, to detect and prevent abuse of an open form, and to fix errors.
3.4 To measure whether our outreach worked. Aggregate analytics — how many people opened a survey, how many finished it, where they dropped off.
3.5 We do not use survey responses to make decisions about you. A response does not affect your standing with Quro, your ability to become a vendor, or anything you are later offered. Answering honestly — including critically — costs you nothing.
4. Consent — and the parts you can decline
4.1 Answering the survey is voluntary. You may stop at any point before submitting.
4.2 We ask for two things separately:
(a) permission to keep and analyse your responses as research; and
(b) permission to contact you about the beta or the founding-partner programme.
You can give the first without the second.
4.3 Marketing consent is asked per channel — WhatsApp, SMS, email — and never bundled. Before we send any marketing message to a Singapore telephone number, we check the Do Not Call registers, whatever you have consented to.
4.4 You can withdraw at any time, by contacting our Data Protection Officer (section 12) and quoting your reference number if you have it. We action it within ten (10) business days. Withdrawing stops future contact; it does not un-count a response already included in an aggregate analysis, and we will say so rather than imply otherwise.
4.5 You can ask us to delete your response entirely, not merely stop contacting you. See section 10.
5. If you also use the Quro marketplace
5.1 A survey response and a Quro account are different datasets held for different purposes.
5.2 If you later become a Quro vendor or customer, we may connect your survey response to your account — but only where you gave us contact details and asked to hear from us, and only so that we do not ask you the same questions twice or contact you twice about the same thing.
5.3 Your account data is then governed by the marketplace policy at quro.sg/privacy. Your survey answers remain research data under this policy, and are not used to set your prices, your tier, or how you are treated on the platform.
6. Who sees it
6.1 Inside Quro: the founder and anyone working directly on the research or the beta programme. That is a very small number of people, and at the time of writing it is principally one.

Want the names? We will tell you exactly which companies these are, and what each one handles, if you ask our Data Protection Officer (section 12). We keep that list current rather than letting a published one go stale.
6.3 Nobody else. We do not sell your personal data, we do not share it with third parties for their own marketing, and we do not pass survey responses to vendors, customers or any other participant.
6.4 Where research is published or shared — in an investor deck, a report, or on our site — it is aggregated and anonymised. We do not quote a response in a way that identifies the person or business who gave it, or name a respondent, without asking that person first.
7. Where it is held, and for how long
7.1 Survey responses are held in a database hosted in Singapore where the provider offers it. That database is separate from the one behind the Quro marketplace — research data and account data are not stored together.
7.2 Some providers operate outside Singapore. Where data is transferred out, we take the steps the PDPA requires to ensure it receives comparable protection, including by contract.

8. Cookies, analytics and tags
8.1 This site uses Google Analytics 4 to understand how many people visit, how far they get through a survey, and where they abandon it. This sets cookies on your device and processes your IP address. We use Google Tag Manager to manage those measurement tags.
8.2 We use these for measurement, not advertising. We do not run advertising or cross-site tracking pixels on this site, and we do not use anything collected here to target ads to you anywhere else.
8.3 You can block cookies in your browser settings, or use Google's opt-out browser add-on. Blocking analytics does not stop you completing a survey.
8.4 If that changes, so does this page. If we later add advertising or remarketing tags, we will update this policy and put a cookie consent choice in front of you before those tags run — not afterwards.
9. Keeping it safe
9.1 Data is encrypted in transit. Access to the stored responses is restricted to the people in 6.1.
9.2 The surveys are open forms — anyone with the link can submit, and we do not require an account. That is deliberate: requiring a login would defeat the purpose. It does mean we apply controls against automated abuse and spam rather than relying on authentication.
9.3 The honest limit: no system is perfectly secure and we will not claim otherwise. If something goes wrong that is likely to cause you significant harm, we notify the Personal Data Protection Commission and you, as the PDPA requires.
10. Your rights
You may ask us to:
- tell you what we hold about you, and give you a copy;
- correct anything that is wrong;
- tell you how we have used it and who we have disclosed it to in the past year;
- stop contacting you — see section 4; or
- delete your response entirely.
How to ask. Contact our Data Protection Officer (section 12). Quote your reference number (QRV-… or QRC-…) if you have it — it is the fastest way for us to find your response. If you do not have it, we will find you by the mobile number or email you gave.
When we respond. Within 30 days. If we cannot, we will tell you when we will.
When we may decline. Where the law permits or requires it, or where a response has already been irreversibly anonymised and merged into aggregate research — at that point there is nothing left that identifies you to retrieve or delete. We will tell you if that is the case.
11. Children
This site is for adults. You must be 18 or older to complete a survey, and we do not knowingly collect personal data from anyone under 18.

If you are not satisfied with our response, you may complain to the Personal Data Protection Commission of Singapore (pdpc.gov.sg).
13. Changes to this policy
13.1 We may update this policy; the current version and date are always at the top of this page.
13.2 Where a change is material, we will post a notice on the site, and where the law requires fresh consent we will ask for it rather than assume it.
13.3 We keep previous versions and can tell you which version applied when you gave a particular consent.
